Clutter.PanGesture-based so it works over windows; 4-finger default. Adds enable, finger-count and sensitivity preferences right after the touchpad swipe preferences.
Three finger touchscreen swipes are deliberately not added because gnome has the three finger swipe reserved for workspace switches.
Tested on a Surface Pro 8, additional testing on other devices with a touchscreen is advised.
